You need to be able to do said effects to be able to roll those upgrades now, I believe. Skills that causes DoT should let you roll for them.
There's once where I got poison mainly because of "Kill stuff, explode in poison" Rune. Then I get all different types for using the "20% to apply individual DoT effect" Rune.
Of all five, Burn has been showing up the most (and usually ignored the first few times). I did pick up % chance on critical attack for bleed last run I think.
I would definitely say they aren't common. Playing Monkey King, I saw Burn and Bleed but not Poison or Doom. Elementalist has seen all but Bleed so far.
So from this run, I would extrapolate that all these DoT upgrades, including synergies as well as upgrades to the synergizing DoT, all come down to what your powers apply naturally, and once you picked up some upgrades, they're locked in and remain in your upgrade pool
