how do i get rest of the cards?

i tried looking them up on google and i want to know how to get them all do i have to compelete each saint's quests?

You get a specific part of the cards by simply playing the game and I am guessing you've had all your drops. The next part is up to you, it's either by trading or purchasing the cards from the market.

I want to say you get at least 3 random cards from the game. I've got a Kinze card and whoever the VP name is again twice. Pretty much have to buy or trade to get the others. No idea how many there are.

As the two above me said, you get four from playing and the other four you have to buy on the market or find people to trade with. It's not easy, but that's how trading cards work. I tried a while ago to trade my extra The Boss card and had no luck, so I'll wait a while and try again later if I feel like it. The cards (and badges, etc.) are kind of neat but very annoying to me.
