Report a translation problem
-Disable fullscreen optimizations: Go to the game install folder. Right click on sins of a solar empire rebellion.exe, select properties, compatability. check the box for disable fullscreen optimization.

-Try turning off windows real time protection anti virus (or any antivirus)
-Verify your documents folder is not on OneDrive. (see https://steamcommunity.com/app/204880/discussions/0/2288338908693685635/ for details)
-Check if the game works in dev mode? (Click the arrow beside Play in the launcher and check “Use Dev Exe”)
-Try starting in windowed mode (Open c:\username\Documents\My Games\Ironclad Games\Sins of a Solar Empire Rebellion\Setting\rebellion.user.setting and change VideoIsWindowed TRUE to FALSE
-Try pressing alt-enter after starting it in windowed mode.
-Disable any Nahimic sound stuff.
-Verify you have the latest graphic drivers.
-In the NVIDIA control panel try different scaling settings.
-Try different resolutions.
-Try reducing any in-game graphic settings.
-Verify the game cache in Steam.
-Go to Windows Defender->Virus and Threat Protection->Virus and Threat Protection Settings->Manage Controlled Folder Access and try removing the Sins install folder.
-Turn off and disable MSI Afterbuner
-Check if Sins is entered under Controlled folder access in Windows ransomware protection. It will need to be added to the exception list.
I had this problem on a brand new laptop. Disabling full screen optimization worked.

You should check to make sure you dont have any optimising software that comes with say motherboards for the sound on the back IO like Asus Sonic Studio / Radar or MSI Nahimic
