Usually there's a lobby for Large Team Deathmatch. Other than that, you might want to try Deathmatch but don't hope for much. Other game modes hardly ever have lobbies and the only way to play them is to start one with a friend.
PS: Feel free to add me on Social Club (same nickname). If you see me online, I'll probably be up for multiplayer, especially if it's for Gang Wars or some other non-standard game mode (Payne Killer, Deathmatch Made In Heaven, Hardcore etc.)
Note that sometimes you can't find a Large TDM lobby because the one running is already full (16 players) or there's a connection issue between the host and yourself.
Also bear in mind that Soft Lock tends to be more populated than Free Aim lobbies.
I rarely find Americans playing this. They're on GTA V.
