Just like GTA V
It was never made for PC because Rockstar San diego has no experience with the PC platform *Unlike North, NYC, Leeds and Toronto, which are the four Main studios that do GTA*
They tried to make a PC port for it and the code was just a mess so they gave up.

Where the buffalos roam,
And the dearest of gamers do play.
Where seldom is heard,
A discouraging word,
Except "RDR > PC? No way".
"Rockstar: crippling games is our business."
