Why is there no Russian nation and Russian language in the game?

I'm talking about full Russian localization. Not only the text in the menu, but the voice acting too.

There are 100+ languages in the world, not all of them are going to get full voice acting. Less than a dozen got that. Many games have far less than this one offers.

And with the current state of the world you're lucky it even got text localization for Russian.

AAA game ANNO 1800 in 2019 (?) had only 4 full supported languages - german (game made by germans from Mainz), english (no comments, also Ubisoft is canadian), french (probably not even because of tradition or current status but because of Canada as well) and russian. There was no portuguese, chinese and even spanish audio, which would be easier than chinese it seems, and also game is a lot about South America. ANNO really needed that audio btw, and russian was made with equal-to-higher quality, with many professional voice actors, I mainly used german, then french, russian and english, it was sad there was no spanish. That game's audio was used constantly as all actions with ships, interactions, events etc were all the time basically more you develop more often they happen becoming non-stop after some time. Here in 4x strategy there is no need for voice acting at all. It seems it doesn't even include quotes when you finish technology (which is good imo because it gets annoying to hear Sean Bean or russian actor for the 10th, 100th time speaking the same words tbh and it is has little to do with fishing, pottery etc anyway). All you need is text which is present, also I must say that russian text in civ is kinda low quality. Yes audio in civ 5 was good quality but text was in both those games not always correct and people were getting important things WRONG. So I usually often switched to def english version to check if translation was correct, lol. It would be nice if Oxide make better work in this case than Firaxis did last 2 games at least and translate those bonuses and mechs correctly. Often it was not explained correctly even in english, but I mostly found mistakes in translation. 99% of those were because translators were not playing civ series or 4x it seems and they couldn't see that little difference and translating literally they often made mistakes. Some were fixed later some may not even still (!).

Most games do not translate audio, it is not the norm in the industry, so don't come to expect it from games generally.
