When I had to do it I found that it has to do with alien spawns. There is one group of enemies on the map that either haven't spawned yet or that you just discovered, and they are the ones that are not taking their turn. When it happened to me it was my first encounter with Mutons.
When you reload a mission in progress all unactivated aliens are randomly distributed amongst the spawn points on the map again, so what I did to get past it is find a spawn point, then reload until the mutons in question spawned close enough for me to kill in one turn. Once they were dead everything continued as normal.
After a number of tests I realized it might be due to the floater, I rushed 2 soldiers forward and dropped him. The game still hung. I ran them forward and spotted him on the turn before, and he refused to move as the game still hung. I tried spotting him 2 turns before and then killed him, which worked to fix the hang. If my save was the turn before I may have been screwed I suppose, but it can potentially be fixed. I'm rather curious why the floater only caused the hang multiple turns later though.
Same basic idea as what Frankenstein mentioned, but with a slight difference. Also of note, I dropped a muton with my sniper instead of my psi and reloaded out of sleepy irritation. I'm guessing either mind control into the fog or the load--perhaps the combination--was my culprit.
Seems game is unplayable until they fix it.
