We need to see that list of errors. Let the game crash again so you can copy and paste the error message in its entirety into this topic. Windows 10 and "PC is brand new" doesn't tell us much, so list your PC specs including RAM and system (32-bit or 64-bit), and video card including VRAM.

Uninstalling and reinstalling is almost always going to be a waste of time, you're more than likely going to reinstall or redownload the same problem. Patching and verifying is usually going to be more effective and timely. You already verified, another time won't hurt:
1. Select game in Steam Library, right-click Properties, then Updates to choose Automatic Updating and to Allow Background Downloads.
2. Select game in Steam Library, right-click Properties, then Local Files and Verify Integrity of Game Cache.

Did you run the DXSETUP installer in your Setup folder?
Steam \ steamapps \ common \ Batman Arkham City GOTY \ Setup \ DxRedist \ DXSETUP

BamBoozzled, good job despite my posting the wrong directory, now corrected. Windows 10 lacks the legacy redistributables. Thankfully, these are provided for all the Arkham games.

Read my entire revised comment, the installer directory is listed below the patch and verify advice. Don't type with all caps, looks like you're SHOUTING.

I wanted to say thank you to JonoAMano for helping me figure this out. He wrote, "Did you run the DXSETUP installer in your Redist folder?
Steam \ steamapps \ common \ Batman Arkham Asylum GOTY \ redist \ DirectX \ DXSETUP" and once I did that this worked after nothing else did. Thank you so much!

I looked for the setup file put i can't find it in the game files at all

Mikey, it's the only Application in that folder. Even it's icon differs from the others. Open the DxRedist folder, click the letter D on your keyboard, scroll down a little and you'll see the DXSETUP.exe application. Its bluish icon will distinguish it from the other files.
