Issues with framerate

So I am not sure what is going on, but on the main menu and at character creation, the framerate is awful. Like sub 20fps awful. Now, I'm not on any crazy machine or anything like that, but 60fps for this game should be trivial. Something is clearly going wrong and I would appreciate if anyone had any ideas, thanks.

Walked into a casino and now I am at 5-7fps, what the hell is going on lol?

I didnt have any issue with fps. Maybe you have to optimise your PC and you can also check game settings and your graphic card settings.

I don't want this to sound mean, so if it does, my bad. But there is a single game setting that would affect this, resolution, and check graphic card settings is not at all helpful. Just for some context, I have no problem running things like Elden Ring or the Hitman games 1440p/60fps.
