So after the truth reveal, is there the reason why it have number of monolith and why it decreasing?

Pretty much a countdown till the world ends. It;s decreasing because of the paintress. The reason why it is happening and why she is doing it you will learn further in the game.

I can give you the synopsis of the story if you want a spoiler, but it's up to you if you want to read it or not.

The general idea is that there are actually 2 entities "controlling" the world, not just the Paintress. She is actually trying to protect the people and the number counting down is her telling everyone that her power can only protection those of that age or less until the following year.

The other entity, The Curator, is her opposite who is trying to destroy the world and he is slowly wearing down the Paintress year after year trying to destroy everything.
