certain type of lootbox drop certain type of blueprints, others drop another type, etc ...
If you just look into red locker or room locked behind batteries/keys, you will not find blueprints.
There is plenty of videos on youtube who give advice ... for blueprints.
Quests give also blueprints.
across the victory ridge are 3 locations: pattern house, ruby residence, and pale apartments.
depending on your spawn you can check all three quickly using 1-2 adren shots to make the crossing from ruby to pale (or pale to ruby if you spawn east).
my looting strats
pattern house the rooms connect via vertical zipline, there are rooms in the opposite corners of each floor you can search but they usualy dont have many loot spawn locations. start at the lower floor and work your way up, on the last floor you can circle much further around clockwise in the building than other floors at the end of it (before it takes you to central stairway) there is an elevator you can jump out to and use to lower yourself to ground level.
ruby has 3 buildings with the 2nd and 3rd floors being the good loot spots for each structure. if you rush up to floor 3 and start looting there, then you can head down to floor 2 for loot and when done can jump out any window on that floor without fall damage to quickly get to the next building. id suggest doing the house furthest southwest first (its middle elevation) then the high ground house, then the one lowest. i just find its more stamina efficient.
for pale its a pretty similar layout to ruby but less buildings. same strat, start higher work your way down till you can jump out.
if you do pattern house last there is an extraction point very close there. if you do pale last its a bit of a jog.

Found the Wolfpack blueprint in a random trashcan in the Burried City hospital at night, they can be anywhere

As for me, I found a Wolfpack BP in a dumpster right in a spawn area as we got in. Was an apartment are in Dam Battlegrounds.
Honestly, the odds of BP's is so weird and generally janky. Just loot any area with a lot of lootable containers, preferably in higher value loot areas to increase your odds.
