Once you get each prize once, it will only ever spit out scrap paper after that, is it supposed to work like that?

in my experience thats how it is, can't get other prizes multiple times

But you can use that paper in your house and make $$$$

Once you get all the prizes for the wheel you back out then talk to them again. They'll then bring up a new set of prizes. After you get all the uniques the wheel will then swap between normal item sets for you to repeatedly get if you want them.
