It's entirely up to you, if you use buster max option you only go with rapid and attack. Otherwise it depends on your playstyle. If you move a lot you want charge and then attack. Otherwise if you just tank hits and want to get it over with, attack and rapid evenly and go with charge last.
Also, charge works with the styles so if you have something like Elec style you can continuously, but not infinitely, stun enemies and they almost never get to attack.
I'm more of a chip hunter so I highly prefer custom style. Being able to choose more chips enables you to double delete enemies very easily and end the battle in a matter of seconds, so quick that ironically you don't even have to care about upgrading megaman's stats.
Honestly, while speed is last to get in both, I pick up Attack first in 1 and Charge first in 2. Having fast charge helps a lot more when you have Style charge shots, while the higher charge shot multiplier in the first game means you want to get that damage up quickly.
