Yeah, I found that weird as well. Maybe it will be implemented later on and maybe it was originally intended to be a thing from the start, but then someone decided differently, who knows.
Same thing with fishing. There are several spots in the game that look like good fishing spots and one particular one at the lake where you start, where Henry comments on how this would make a good spot for him to fish. I also came across NPCs who were fishing and since there's a bunch of consumable fish and crabs, it would just make sense. It feels like something else that was originally intended to be available, but then decisions...

Both things feel like they should already be in the game, instead of being added later when many will be done with most of the game.

What is the perk with the arrow making?

And to fishing, at one fishing Spot he Henry says, Good Spot for fishing, but dadly i dont know how... So inam pretty Sure it was never really intended to BE a Side Activity. Would be nice tough.

Master Fletcher under the Survival Skill. It says "Your arrows and bolts have better ballistic properties, so they fly faster, travel farther and have more penetration." Note that it doesn't say "Your crafted arrows..." or something similar.
