Report a translation problem
This is something that Bethesda needs to address in a future update, or which a mod would need to patch until Bethesda does fix the issue.
How do you fix it? For now you don't until either Bethesda fixes it or when the official tools are released later this year and someone makes a mod for it.
In the mean time you could report it to Bethesda here:
https://help.bethesda.net/#en/home
Another thing to try is to delete it and then reaqquire it (Zero Cost if you don't exit or finalize ship build).
This is essentially the turn it off/turn it on level of troubleshooting.
Sounds like something you just may want to grit your teeth over if you don't want to affect your game.
FOUND FIX!! Check out this Reddit link. I posted about how to make the proper subfolders to get the file working.
