You will severely bottleneck an rtx 4090 with an i7 8700K, I wouldn't go past a regular rtx 4070 unless you are planning to upgrade the Mobo, Cpu and ram to something at most 2 gens old. Even a used mobo, cpu and ram 2 gens old would be fine if it was an 8 Core or greater cpu. I personally wouldn't match an rtx 4090 with anything lower than a 5800X3D or 10700K / 10900K. Even the 10700K / 10900K will have some bottle neck in certain scenarios / settings. Would be fine at 1440P+ though.

Other then HDR is there anything in this update that will apply to me performance wise?
edit: Let me add I don't get any stuttering or performance problems I am just wondering if, without DLSS on, can I get to 120+fps in this update?
I dunnno, your pricepoint comparison was pretty on the nose.
4080 + frame gen + 1440P no dlss you should.
Frame gen should be a noticeable improvement for most. I was stunned at the difference when I enabled mine, and I'm bottlenecked as it is.
