Your problem sounds like overheating issue, or your PSU started to fail. My previous PSU produced similar issues under high load, but that was a 5+ years old at that point. In my case, a new PSU was the solution.
The 6900XT is a power hungry beast, you should check thermals and PSU first.
After investigation I have found that mesa 23.1.6 contains specific fix for Starfield that is removed in 23.1.7 due issues with other games. DO NOT UPDATE TO 23.1.7 if you are playing Starfield

On my system, the game runs fine with Mesa 23.1.7-arch1.1 package.
Did you add this to the launch command within steam or something different?

In the end the quickest way to fix this was to restore last month OS environment (with Linux Mint's "Timeshift" utility). It brought back Mesa 23.1.5 and now Starfield works fine once again. :).
At the very least I can confirm that Starfield is fine with both 23.1.5 and 23.1.6 Mesa.
It depends on your distro, but for Kubuntu, I had to manually download the previous packages from here:

Steam needed both the 64 and 32 bit. Next, I disabled the kisak repository so it wouldn't upgrade to 23.1.7 again. Then, I downgraded back to the original Ubuntu repository version. Finally, I manually installed all the packages I downloaded with:
