Other than that is the game installed on an SSD that is not mostly full?
With no upscaling/FSR the 6900xt should be running the game at close to 90fps on high settings 1080p and about 75fps at high settings 1440p.

Well it isnt completely out of the question for the OP computer to have malware, outdated software and drivers causing the issues. Its not always the games fault.
The game does need new drivers and it should help quite a bit once they are released. Just have to get people to update them.
If you have higher end parts and still having issues at lower settings, then something else may be going on though.
This game is (playable) but obviously could use some Optimization patches big time for a lot of people.
That sucks if you are having issues with the game.
