There's actually another cocoa leaf seller. In the big port north of Pirate Bay, there's a shack with a leaf seller in it. There's also someone called the Engineer on the right hand side of that island, it looks like he has something to do with narco subs.

You have to go a little bit further inland to a small cove on the right to find the Engineer though.

I can't post an image, but if you look at the map above I'll tell you where they are. On the right hand side of the top island is a white icon, that's where you'll find the Engineer, I've no idea what he does because when you talk to him he doesn't say anything.

The cocoa leaves dealer is on the same island, but at the big port directly above the Pirate King. His hut is on the left hand side of the port where the three brown buildings are, if you dock your boat on that side of the port you'll find a small hut and he's inside there. No marker comes up for him even after find him, it didn't for me, might be different for you. But it's easier going to him than all the way over to the jungle for the coca leaves.

As soon as I can afford it I'm moving my cocaine production lab to the warehouse on the dock next to the fuel depot and equipment dealer.

Just get the HUGE appartment in the Capital near the beach, its 3.5mil so huge you could fill every single operation and still have 5 rooms, +your own personal vault. Seriously try to just look at it :D
