It can be a lot
1. Windows 11 updated to latest version?
2. Nvidia driver up to date?
3. Any software like MSI Afterburner or anti virus interfering with the game?
4. Any virus on your PC or something like a bitcoin miner?
5. Is your motherboard and GPU bios up to date?
6. any messed up settings in your Windows OS or with other programs that can restrict P5R?
7. monitor settings in your Windows changed to the highest frame rate your monitor can output?
8. Any hardware damaged? Is your GPU and CPU working? Have you tested your system with other graphical intense games and is your system able to deliver the fps it should in those games? If the problem is only related to P5R, your hardware is most likely fine.
9. AMD drivers up to date? (Go to the AMD website and install your chipset driver for your motherboard)
I personally removed all GPU overclocking tools and only use Windows 11 with the standard Windows Defender and have all my drivers up to date. For me P5R works flawlessly and I could finish the game without any problem.

When you have the game active, open the task manager and check whats your CPU usage. There are other steps you can take but its better to get these out of the way first.
i have a potato laptop ( gtx 1650, 16 gbram, i7-9750) and run 90++ fps full res. yeah... "LAPTOP"
how in the world a high spec RTX computer like you have that fps?
just update your driver, windows, virus (maybe you crack, who knows), maybe too many p0ern in your drive ?, have you checked if the game run with your RTX not "integrated" ?, etc
What boggles me is you didnt even contribute anything meaningful and just cause drama. What if it is real and a legit question? Have you ever thought its just someone needing help to play a game that they want to play? Some people are so far gone...
