Poor performance (30-40fps) with a 3080
Even if I set the resolution to 640p and the settings to low it wont exceed 40fps
other more demanding games are fine and P5R works flawlessly on my steam deck.
Are there any suggestions on how to fix this?

I have close to the same specs as you but run flawlessly so all I can say is maybe a bad driver install?

This is not normal. You should easily have consistent 120+ fps with those specs.

It can be a lot
1. Windows 11 updated to latest version?
2. Nvidia driver up to date?
3. Any software like MSI Afterburner or anti virus interfering with the game?
4. Any virus on your PC or something like a bitcoin miner?
5. Is your motherboard and GPU bios up to date?
6. any messed up settings in your Windows OS or with other programs that can restrict P5R?
7. monitor settings in your Windows changed to the highest frame rate your monitor can output?
8. Any hardware damaged? Is your GPU and CPU working? Have you tested your system with other graphical intense games and is your system able to deliver the fps it should in those games? If the problem is only related to P5R, your hardware is most likely fine.
9. AMD drivers up to date? (Go to the AMD website and install your chipset driver for your motherboard)

I personally removed all GPU overclocking tools and only use Windows 11 with the standard Windows Defender and have all my drivers up to date. For me P5R works flawlessly and I could finish the game without any problem.

Something is wrong on your end. 3080 and 100+fps here.

If you put it to 640p, your graphics card has nothing to do with it, and implies your cpu or something else is the issue.

same here i run a 3080 ti with an i9-9900k and run at 120+fps, Update your graphics driver should help

Go through the common troubleshooting steps first, get everything up to date with drivers, etc. Also put the game in "high performance" individualy on both the Nvidia control panel and windows configuration panel -> games -> game mode and set P5R as high priority.

When you have the game active, open the task manager and check whats your CPU usage. There are other steps you can take but its better to get these out of the way first.

i have a potato laptop ( gtx 1650, 16 gbram, i7-9750) and run 90++ fps full res. yeah... "LAPTOP"

how in the world a high spec RTX computer like you have that fps?

just update your driver, windows, virus (maybe you crack, who knows), maybe too many p0ern in your drive ?, have you checked if the game run with your RTX not "integrated" ?, etc

have you checked your pci express speed? mine was at x1 because my gtx 1650 was badly seated, when I seated it again it started working normally, my motherboard supports gen 3 pcie so now it runs at x16. Do check using either gpu-z or hwinfo.

Its something on your end. Restart your PC and close everything running in the background. I am on an RTX 2070 and have a smooth 60fps at all times. Even the Steam Deck plays this at a smooth 60fps.

What boggles me is you didnt even contribute anything meaningful and just cause drama. What if it is real and a legit question? Have you ever thought its just someone needing help to play a game that they want to play? Some people are so far gone...
