Is their a notable difference in quality when recording at the same resolution settings using each respective option?

Could the quality differences in recordings be overcome by offering a adjustable "Bit Rate" for the new native Steam option?
What codec and bit rate is being used for each solution?
I struggled to find concrete confirmed figures after a very quick & basic internet search, and the ChatGPT responses provide useless and inaccurate results as per usual so I can't find a reliable source for this information.
