Why the hell can't I gain XP?

I just don't get not gaining XP. In Chapter 2, you kinda gain EXP, but it doesn't matter cuz at the end you get to level 3 regardless.

you never really "kill" enemies

the worst you can do is freeze them, but the monsters don't turn to dust and you don't gain any XP from that.

Its the only way to gain XP,

You don't gain XP during snowgrave

You and Noelle only "get stronger" (which you can also do with the other party members doing the normal route)
