Report a translation problem
As Mister Froggeh said, use your Field Guide to identify the problem. It may be a missing decomposer (plant Reishi inoculant or release a worm), or missing flora.
Equip the Emerald Isle seeds from your inventory to a hotbar slot. Select the seeds from the hotbar; it will show you a "ghost" plant to place wherever you like. Cycle through the plants with the RMB, then place with LMB.
You can also use the field guide to see what flora is present, and which are missing. Island restoration only counts for new species of Flora (and they have to be matching the biome -- Emerald Isles for the first three areas).
Nope, you don't have to water trees or flora. Just planting them will be enough for the Guide Book's satisfaction.
