Game feels "cheap" for some reason

I was just in the mission where you go into the big building to find solder, took a while as I stuttered on a high end PC, and had to find out how to fix it. But when I got inside after killing the terrible AI there were so many boxes, but nothing to loot. It all looks lootable, but isnt. Also the stealth kill animation is kinda bad and janky. I feel like im playing the first early access release from a game developer.

Edit; also the insane amount of pop ins, texture flashing, and shader issues in distance.
