It's a bit oddly named, but most water attribute pals will drop pal fluid. It's simply the water equivalent to the elemental organs.

There is also the pal juicer letting you blitz any type of pal to get pal juices.

Ngl this game can get very dark and I wouldn't be surprised, if pal lore has it that it is used as a recreational drug. I mean certainly by other pals who are taking a freaking bath in it to recover. I am off now gathering pets in a park, processing them and taking a nice soak in my jacuzzi

You don't gotta kill them, just hook along the coast and hit them once before throwing a pal sphere at them. If you wanna just blast them you can. I just didn't want to bother making a powerful water type that took more effort than Celeray.

Catch or kill any water pals. A nice spot to farm em is near Islandhopper Coast fast travel. They tend to spawn fast.

Pengullets, Teafants and Celeray are good ones to farm, since I believe all they drop ARE Pal Fluid
