Bajor was occupied by Kardasia for decades before the Federation came along and stuff.
There is an option to start the event, you have to look at those info screens. I forget which one it was, but its there, just not very visible at a simple glance. Maybe the Bjorn planet one? I saw it near the end of The Red King multiplayer youTube video, so if you can;t find it you can check there for what you need to do.
It could be easily solved by giving you a special "freedom for Bajor" or a Maquis-based claim once you arrive at that mission point.
As it is now, there's pretty much no way of finishing the quest if Bajor gets integrated and you're larger or more developed than Cardassia. :/
This only works if you manage to get into war with Cardies. My play through they didn't declare war on me as I over powered them with Tech.
No matter what I tried I couldn't get them to transfer the systems via "Dipolmacy" as stated as a big thing in the trailer. Unless I somehow missed something. I could get them to the point of starting a liberation war, however that early in the game their fleet was massive compared to mine.
Didn't seem right that they could integrate them like that so quickly.
Feds can claim - I think their limit is 2 at the start? You open the diplomacy window, and click "ratify claims", then click the Bajor system.
