Need the real info

So I have played this before on it's release for PS4 and have forgotten a lot of things...

I'm asking for when it is possible to trigger the fight with Arresterdramon in the Flame Lands, all info points to chapter 1 but he fobs me off and on my other play-through I got to chapter 3 and he did the same.

What are the real requisites/requirements?
It certainly isn't "Chapter 1 - None" or I'm missing something.

do you already upgrade the dojo? i dont really remember it well but i think you only need to talk to Arresterdramon and fight. i even look it up at https://www.grindosaur.com/en/games/digimon/digimon-world-next-order/guides/recruitment-guide. it said the same just talk to Arresterdramon to initiate a fight

I have read that info and have talked to him several times.
I haven't unlocked the dojo yet this play-through and know I hadn't upgraded it in the past either.
That may be the requirement thus not available in chapter 1 as GrapLeomon is available in Chapter 2

once the city bigger and have dojo then you may try talk to Arresterdramon again and maybe you can recruit it

Figured it out, requirements are:
Clear Chapter 1 + Have (or had) a Mega Level Digimon
