my current prestige level is around 200 quadrillion. i unlocked all the heavenly upgrades and don't know if it is worth restarting everything for a boost. When is it a good time to ascend?

There is an achievement for ascending a 100 times and a shadow achievement for ascending a 1000 times, so if you don't have them yet and want to get them, I'd say ascend as soon as you can. Otherwise, only do that when you feel like the progress is slow. When exaclythat is, depends on your patience.

im currently at just over 2 quintillion prestige, im currently trying to double with every ascension but progress is really slowing down waiting for frenzy bs, elder frenzy click frenzy combos

It is good to ascend every so often after getting usually double your current prestige level to get a bigger prestige multiplier
