Precisely that. A lot of research has its downsides. Don't pick it too early.

In late-game, you're gonna run into issues with power lines and substations being near the limit - while money is essentially unlimited.

At that point, I had more money than I knew what to do with (well, realistically, build more substations for that city), but little to no way of building even more lines into the city, or more substations without affecting NIMBY ratings.

So, that research bought me the three days I needed to win the scenario before my power infrastructure collapsed.
