By default the setting is 'no trade' for each item. You want to be sure to change that to 'import only' or 'trade to match' for oxen or whatever you want to buy. You also have to have money to buy it in the 'regional wealth', which means you'll need to have something to sell as well.
Lastly, and I'm not sure on this either, but I think that not every trader will sell every type of good, but trade seems to be a work in progress so there is no real way to tell whether the next wagon coming towards you will be carrying what you want. Maybe it's just me though, but I think that is the only explanation. If you have everything set up correctly, you may just have to be patient.
Your region wealth is shown to the left of your livestock count on the top bar.
Oxen cost something like 10 or 20 silver to purchase. Once you have the money you need, a trader from your livestock trading post will walk to the nearest trade point on the edge of the map and purchase an Oxen, walking it back to your town where it can then be put to use.
