HR Manager Skill level
What is the diff between a HR manager who's skill is 20% and one who's skill is 100%?

At higher skill levels, HR can manage more employees.

The main difference I've noticed is the amount of Employees they can manage. A max level HR Manager can handle 25 employees whereas a low level one can only handle 10.

i believe it also effects how fast and how much $ it takes to train up your employees under a HR manager, as well as getting the best replacement/relief employee for one that calls in sick.
