I have a similar problem.
i was gifted this game and had to return it but I still plan on buying it myself some other time if I think I could solve the problem.
On first install, I was prompted to install "vc_runtimeMinimum_x86.msi" but the suggested path of "C:\Program Data\ -long name here-\v14.10.25008\packages\vc_runtimeMinimum_x86/vc_runtimeMinimum_x86.msi " could'nt be found.
I tried to install it manually from MS site but I found myself going in circles.
If i cancelled that prompt, it DID take me to the opening screen but because of this error, I didn't think it was going to run properly anyway, so I ended up returning it.
If there is a definite answer to this, I will reconsider buying it again.

You can define the game as an exception in your antivirus software, that should solve the problem. The way how to do this depends on the antivirus software, so I cannot tell you the details.
Does it crashes in the menu, loading screen, or in-game?

Changed every Setting to LOW but the frames start to drop if the rains begins, and now its sunny... and the same ;/ , dont know why. Cant reproduce the problem.
