Land based airbases and carriers cooldown not going down or resetting

I'm having this weird issue of when i Rtb my planes i can't relaunch them from both the land air bases and the carriers in my Japanese campaign

Please explain in detail what is happening at each step. Describe the process as it happens.

Basically when ever i returned planes that had like bombs or torps on them the cool down for if they where land bases or carrier based planes never went down or resetting to allow me to launch planes
