This actually worked! Looks like you gotta download and update the anticheat manually.

UPDATE: I went to the EA anticheat link above and from there I had to figure out where the game was located and install the EAC manually from the little window that popped up. So THANK YOU @Miguel (above) for adding link!

The message I quoted from Miguel is how I fixed mine. The trick is finding where your game is located. I found mine here: C:\Program Files (x86)\Steam\steamapps\common\PVZ Battle for Neighborville
When you install the EAC, a little gray box will pop up. It will ask you to find the folder where your game is located. Find your game folder and install the EAC. Then click on UPDATE. Once I did that and closed that I went back to Steam and launched the game and it loaded without any problems. (I never deleted any EAC files)
