I for one had no trouble in normal when I played the game for the first time on official maps.
This was in 2009 when there were SO many bugs. 10 bloats would spawn at a time, without any mutators and the strongest weapon at low level was literally the knife.
If youre trying to take on everything yourself and you're in a team game, that's why it might be too hard. Your team is there for a reason you know ;)

Take Hospital Horrors for example. If you hold on the roof. The game definitely goes a bit slower since there aren't many spawns nearby and most of the ZEDs will have to travel some distance to reach you:

But if you go hold in the lobby, now you're in close proximity to a lot of spawn points and the ZEDs can come at you more quickly and relentlessly making the waves faster and more intense:

If you are playing on custom maps then it could be how its coded, but there is no need to exaggerate now many spawn (30 wtf?).
The recent that happen to me was on a custom map/wave 10/ etc zeds, Fleshpound, Siren shows up.
@PinkiePie: Certainly, I'm sure I'm nowhere near as good as the experienced players. I'm not sure if I'm exaggerating. Perhaps they don't literally spawn 30 at a time, but that's how it appears as far as I can tell. Perhaps my estimate is off since it's hard to tell what's even going on with so many of them everywhere, but they were just constantly flooding in and right in our faces. The zombies were spinning like crazy as they walked and there's more than you can possibly handle. My teammates are probably also amateurs, but they also had their hands full, so I don't think teamwork is really the issue.
I suppose we must be settling ourselves down in some really bad places then. I wasn't aware of the spawn point thing; I thought they maybe just spawn wherever players are.
Thanks for the answers/troubleshooting, everyone. I'll see if I can avoid these terrible spawn areas.

there are certain spawn points like crawler/stalker points and ones for everything else (vents, bridges, small corners) such as with west london, i assume you were camping in the tunnel like everyone else for some reason, there are crawler/stalker spawns on top of the bridge, plus a spawn right in front of the back entrance, plus the 2 on either side. so itll feel like you have 4x what you should. thats only because its a small map and the community decided to camp right in the heart of the spawners. if you were to use the original strategies from 2009 and use say, the police station, youd have 2 spawn locations instead of 8, or you could stay mobile which is actually most effective once you understand your group and the game.
IIRC there is a maximum of 32 enemies at one time? Or how much is the maximum available?
32 is the standard maximum I think. You can alter it through server settings but the engine has a hard time handling even small increases to that amount.
"Spinning like crazy", though... that's weird. I have occasionally seen glitched behaviour that leaves a zed turning in place, but not while advancing as well. Sometimes they spawn facing away from you, but I wouldn't call it "spinning like crazy".
So... verify local content, set your server browser to 'normal' and try again?
Sounds like something ain't right.
