Everything here is level 16, from the random ass wolves to the ♥♥♥♥♥♥♥♥♥♥♥♥♥ giants. As I said, I'm playing as a rogue and I've mostly been getting by by relying on Sneak to get past the enemy to high ground (damage bonus) and exploit flanking while they're distracted by the rest of my party as well as the archery skills Pincushion and Long Shot for even more damage bonuses and scattering caltrops and/or going into stealth and running away whenever someone got too close. Often Blackwall and I are all that are left standing after an encounter. That was the entire process for taking out their camps, up to and including the Tower of Bone.
Now I'm in the middle of Seladrin Keep and I may be stuck here unless the game lets me fast travel back to a camp.
The recommended level for that area is 16-19, at level 11 you should be doing quests in either Crestwood, Western Approach, Storm Coast, Fallow Mire, Exalted Plains, and even then there's some enemies a higher level than 11 in those zones too.
Edit, I will add though that I think it's a good move going there early for the Everite, Silverite, Dawnstone and Snoufleur skin crafting materials,
Meaning you know be those levels....
Without trial you will quickly out level the suggested levels even, hence why trial was made.
Just go elsewhere plenty to do in maps with lower levels.
(and as guy said least couple times, keep in mind some areas in levels are meant to be visited later especially things like dragons).
