i have been trying to play GTA 4 for months and its been asking me for the serial number but i never received one. Steam are you ripping me off?

Go to your Library and click GTA IV then on the right side, there will be a clickable text named "CD Key". Click that. A box containing your CD Key will be shown.

You can't talk to them as Steam dosen't have a phone number ok?

You gotta make an account on the steam support site then open a ticket there and wait 2 weeks for a response that hopefully relates to your question.
