Actually, you'd be surprised about why Rockstar DOES care about this game. First off, modifications for GTA IV were never supposed to happen but due to the lack of updating the game ever since Red Dead Redemption, Max Payne 3, and other Rockstar games were released... modifications became more and more popular to the point that everyone knew GTA IV PC for it's mods.
However, here we are, 6 years after GTA IV's last PC update and we got a new one, thus causing around 80-85% of modifications based on ASI and ScriptHook to stop working. Why did Rockstar decide to finally update the game and do this? Rockstar already knows within the next few months, the game would go back to it's state of "filled with ♥♥♥♥ tons of mods" but now, with a full bug-proof multiplayer, thus reviving the GTA IV multiplayer. And why would they do such a thing? Well, of course, in 2018, it will be the tenth anniversary for GTA IV and what does Rockstar do to the GTA games when it turns 10 years old? They remaster the game and due to the whole "GTA 4 better than GTA 5" and "GTA 5 better than GTA 4" arguments, about 50% of the community belives that GTA IV remastered will in fact be better than GTA V. And that's why GTA IV was updated.
But then again, they are updating GTA V like every ♥♥♥♥♥♥♥ two weeks so maybe Rockstar hasn't given up on it yet.
Okay, try going into your GTA IV directory and delete every paul file you see. After this, delete two folders called Activation and Manuals. Following this, go into your steam library, right click on GTA IV, properties, local files, and verify game cache. Wait for Steam to do it's thing and leave your computer completely for 10 minutes, if you don't interfere some how, then Steam should be able to identify two folders and paul files missing, and re-install them after it tells you some items need to be re-quired. Some files in GTA IV don't reinstall after you verify but because you've deleted vital files and two useless folders, it somehow verifies, (reaquire etc), and reinstalls EVERYTHING.
After this, you should be able to play GTA IV, no problems at all. If not, I don't know what else to tell you... maybe reinstall? The new patch made the game better for my entire friends list (the friends who have GTA IV of course) and it made the game bug-free for a lot of others as well. I wish you good luck.
EDIT:
In the main post, an ASI loader file titled -x-l-i-v-e-l-e-s-.dll was censored for some reason. This file needs to be deleted if found, it is a file that allows mods for patch 1.0.7.0 (old patch) and disables GFWL.
