DLC no longer required for hosting P2P sessions

Hello everyone,

I've changed it so that the DLC is no longer required for hosting custom peer-to-peer sessions.

It seems that there were some people encountering issues connecting to our official servers, so having peer-to-peer sessions available as a free alternative should help alleviate those issues.

With this change, the price of the DLC is also going to be permanently decreased by 40%. Note that if you purchased the DLC and would like to get a refund, you can do so at the following link: https://help.steampowered.com/en/wizard/HelpWithPurchase
