this game was developed for ps2 where the framelimit was 25 and the games physics are bound to the FPS, so the lmitir limits it to 25
Supposedly, Rockstar set the game to delay frames from 30 fps to 25/26 fps due to differences with PAL/NTSC. I don't know why they would do this, though, since monitors and PCs aren't affected by these standards - only televisions and consoles.
What? No. The garbage new version lowered the cap to 26. You need to use a downgrader to get it back to 30 fps.

No. Everything higher than 30FPS breaks physics.
You're wrong - III, VC, SA PS2 run at 30FPS. On PC, 25FPS cap is an issue. This is clearly evidenced by studying game's code, where a 'secondary frame limiter' has been added to PC versions but somebody made a mistake when implementing it and thus it works 'aside' a primary limiter, as opposed to limiting max FPS with frame limiter off (which was most likely the original intent).
