If none of this helps for any weird reason then try minimizing & bringing the game back up. It would be a good idea to turn off Steam Community ingame. You could also try changing the affinity of the game exe in Task Manager. Load the game to menu, minimize, open Task Manager & find gtavc.exe. Uncheck all boxes except one to try running the game on one core.
captin what you need to do is have gta vc running then do ctrl+alt+del then go into task manager. when in there go to proocesses then find gta-vc.exe. then right click on it and go set affinity, then make it only have one selcted instead of them all.. :) hope this helped
Btw. I had occasions where I couldn't use the mouse in the main menu and the solution was the reversed method, i.e. going ingame and back.
The only other thing I have done is setting compatibility of gta-vc.exe to "Windows 98/Me".
Quick follow up question here, when I click set affinity, it says "The operation could not be completed, Access is Denied" Any ideas?
Make sure you're running on the admin account on Windows and/or on Task Manager check "show processes from all users". It helps to disable UAC in Windows.
