Cannot find 640x480 video mode

I just wanted to start the game on Windows 8 Pro 64 bit (HP ProBook 4740s) and game is throwing "Cannot find 640x480 video mode". I tried to run the game with many parameters, but no one didn't work.

I run the TestApp.exe on the ViceCity folder and set the resolution to default of my PC. Now game starts fine... :)

Go to Library then right click on a game, options/properties -> view local files

Hay,
I had the same problem and done this, which fixed it.
go to your file explorer and type in
C:\Program Files (x86)\Steam\steamapps\common\Grand Theft Auto City
Then right click the "gta-vc.exe" and go into properties.
Once in there go into compatability and you should be able to see the opption "run is 640X480 resalution"
Click that and change your colour mode to 16-bit
Then press apply and the game should work

hey I still have problems with 640x480, although I have done everything to be done here you can see, in Swedish on my computer because I'm from Sweden but check anyways http://gyazo.com/b57c8c2b641f7e9c5131d22b1a84f6e7
I have a Phillips 32 inch by 50 Hz is my monitor / tv too large to spella this game please answer because I want so gjärna play Vice City for it hadde me on PS2 and have so many good memories of that game.
