Does Scimitar work with Weapon Finesse feat? Or is that just rapiers and other things?

having options is alot better if you look at this as a partybuilder not character builder type of game

That's right, there is no point in casting ranged spells at enemies if their DCs are too low to reliably land. But building for DC means sacrificing the feats needed to reach top-tier melee DPS, you cannot do both on the same character.

Now, what you can do is use your spell slots for buffs to augment your melee prowess and survivability, because DCs aren't relevant for that.

You really want to specialize in this game no matter what you build. Trying to build dex and spells is a big ask.

My halfling Divine Hound Hunter has Weapon Finesse, Weapon Focus and Slashing Grace. This allowed her to wield the Scimitar of Wind: a +2 keen Thundering Scimitar: it's an effective combination, provoking a lot of AoOs when combined with Seize the Moment.

As a note fighter's finesse +mythic weapon finesse is either bugged atm or deliberately disabled so you can no longer dual wield weapons like scimitars and get dex bonuses to both.

Scimitars are the iconic tabletop dex magus weapon because in TT there is a feat called Dervish Dance that lets you get dex to damage on scimitars. Slashing Grace might work with spell combat in this game (Owlcat implements things differently than tabletop) but in TT, slashing grace cannot work with spell combat because spell combat "uses" your free hand, meaning you no longer meet the conditions of having one hand free to use slashing grace.

Even if Slashing Grace works in this game, it's even heftier of a feat tax (2 prereq feats vs 1 for dervish dance) and that alone would tip towards Str magus.

Really, it's not hard to land touch attacks. Remember, the whole point of touch attacks is to allow wizards and such with 1/2 BAB progression to hit things. A magus has 3/4 BAB progression and should be fine most of the time.

Plus, ray attacks are very uncommon for a magus. I have played one in TT for years and I could probably count on both hands the number of times I've made a ranged touch attack.

Dex builds in general are better than Str builds. You can dump str with dex builds but not the other way round. Plus dex builds tend to have higher armour class. Waring armour puts a limit on high high you can buf your AC.

Fighters with armour training or the tower build subclass can get competitive ACs but all else equal dex builds are usually best,

Put it another way, you can usually focus on two attributes. With Str bulds it has to be (Dex, Str), but with dex fighters you can do (dex, int) or (dex, chr) or (dex, wis) builds. Heavy armour is for specialists. Stuff like (str, dex, wis) it kind of jack of all trades which limits the difficulty level you can play at.

Yeah, in tabletop you can buff STR and DEX about equally but in Wrath there are more ways to buff STR than DEX. Moreover tabletop offers a large selection of high-damage finessable weapons whereas Wrath's highest damage weapons aren't finessable. DEX-based has its place in Wrath but only if you understand you're losing DPS for other benefits you want more, like higher AC.
