Are your running Windows Prerelease (Windows Insider) by any chance?
I ask again, explain what are you doing when you want to start the game.
As an example:
1. I start Steam
2. I click on RDR2 in Steam
3. I hit play in Steam
If that's what you are doing, fair enough. If you start Steam and also the Rockstar Launcher from your Desktop and then try to start the game through the Launcher instead of directly through Steam, you'll might have issues like the one you are having.

K. Try verifying your files. For some reason it always re-installs the Launcher doing that.
If that doesn't work,
get rid of everything Rockstar Launcher / Social Club related in your appdata / documents and see if that does the trick.
