my headcanon is, before we get proper clothing, my dudes and dudettes kinda just wear very basic and savage pieces of cloth, like groincloths 'n stuff :P

Maybe flashing here is looking somebody directly in the eyes, then slowly pointing at your own fleshy bits with devious smile >:D

Or hiding these bits behind their arms and then play peekaboo with bystranders. I'd jail people for that for sure :D

I'd imagine loinclothes n stuff for them also. I imagine clothing is like proper clothing instead of rags and leftovers.

Also even with everyone being nude, flashing could be interpreted as some sort of sexual assault.

Yeah, it would probably just mean bringing undue attention to that part of your body, such that it would be seen as overtly provocative and highly sexual in nature, with the intent being to either offend or aggressively proposition people.
