Report a translation problem
On Windows10Pro64 the game saves at "systemdrive:\Users\<yourusername>\Documents\Horizon Zero Dawn". The user persona you play the game with should have "full access" to that folder and all of its subfolders.
Inside that folder there should be 2 subfolders: "Saved Game" and "Screenshots".
Is "Saved Game" really empty? No "profile" folder with save slot info and configuration? No steam cloud user id file?
Have you tried tabbing out of the game after doing a manual/quick save and having a look into that folder?
Is enabling/disabling steam cloud helping?
