Tried some ressource trading and stuff but well... Seems the hidden mechanic here ist not really clear.
I think you have to claim the space over the moon also , so that everything is connected and ONE governer (colony) commands it ... if you have now two colonies, it will not work ...
I do it that way ...
claim all possible space stations in that cluster - you have now one colony
don't build anything yet
now look for the planet with highest energy resources , build there an outpost
(this outpost should now beeing connected to all space stations in ONE COLONY)
now build over that planet the storage (it is for the AI trading ship) ... but the outpost already has a storage for empire trading ...
!!!!!! Set trading between you and the colony and the AI Merchant to AUTO ACCEPT
Now talk to the Governor AND offer ALL treaties (free trade, migration etc. --- NOT THE POINT TO EXCHANGE SHIPS AND UNITS , which are in the territory)
Wait until accepted
Speak again with him, and give him all the needed resources for free

Now you could build what you want ... BEWARE your new colony has only around 5000 people, even you don't need them to build most plants ... YOU NEED THEM , that they produce anything ...
now you have to tell your home colony, that you want to get rid of your people , at the STATE menu and the new colony that they should accept refugees ...
You also have to set , what they should do ... everything is in the
"GOVERNOR PRIORITIE"
If you set something ... wrong you are doomed :-)
All new colonies are somehow worthless, when below 10 Mio people
(but of course it depends how many buildings you have built there)
my mining planet with 600 energy plants , produced
1200 all the time, when I built it , with 1 Mio to 6 Mio people ...
1 000 000 with 10 Mio people
and now 10 000 000 with 20 Mio people ... so the problem are the workes, because they come only per AI trade and you cannot force it ...
the balance is worse somehow ... with few workers , and that the game don't fill one plant and then the next , but put everywhere too few !
Already told the devs , that this is worse , BECAUSE THE PLAYER has no statistic infos or any possibility to counter the problem !
Only wait and hope AI merchant brings enough

and that the colony demands enough POP from my homeplanet
As you will need around 1000 energy plants at the surface (when you play with normal settings), with enough workers that your planet will survive, I haven't built that energy collectors , so don't know if they are worth it, but doubt it :-)
But think you could use them as PETROL stations in space
It seems or might be that the problem is the lava moon (which has energy what was the reason for me to try to build energy collectors theres) hat still zero population (of course) and is not landable. Means I can not build a outpost on the surface.
But propably the whole system is not really well thought out...?
The description for the energy collector tech states, that this collector can be placed at lava moons or gas giants. No hint that this attempt can mess up everything.
A energy collector above a moon or gas giant should not need such a massive infrastructure requirement (with colonizing ♥♥♥♥♥♥♥♥ planets and outposts and whatsoever..).
Think this whole concept needs to be refined.
But wait, just comes in mind you could have teared it down and rebuild , than you would have again the possibility to build it again ... but still after that, you would have to do all the trade and treaties settings
Just found out, they even have an "okay" output WITHOUT workers (but that are the next tech items)

YAY. Scrapping all and starting from new as suggested did the trick. But Jesus this needs to be adressed.
