I have a friend who bought it but nothing happened in game (also bought Saint'sRow 3 and wasn't unable to launch it) and a few days ago suddenly took effect the DLC and then he could launch SR3.
Maybe is an Steam issue >,<

Verify your game cache. It should update with the wrath of the lamb version.

But how do you verify the game cashe? I downloaded my dlc, and it doesn't show. It just launches the base game like if I never got the dlc.

Right-click on the game name in your Steam library, click on Properties. After that go to the tab called "Local Files" in the new window that opened. There should be an option that says "Verify Game Cache".
