Report a translation problem
I've just hired my first Water dude, but I've had a well for over two years and drew water on the first day of every season with no problem.
Edit - Except the bug where if you mix diff % Buckets, they all drop to the worst % just because. Gotta Keep'em Separated.
In WHAT storage did you put the empty buckets? Food or resource storage?
Empty buckets need to be stored in the resource storage building so your NPCs can find them.
Could you please check that and report back if this solved your issue?
If not, please upload your current save so we can take a look at it. Just to be sure you didn't stumble across a bug.

And it doesn't even mean streams would freeze with very low temp. They're running water, and wide enough that it shouldn't freeze with the mild weather conditions of the valley
