The same thing happened when my Para asked Sebastian Marquez to move in with her. I assumed Eli would move in too, but he didn't. So I tried something else. I quit without saving and went back into the game.
I switched to the Marquez household and had Sebastian invite my Para over. After some chatting and romancing, he proposed and then asked her to move in with him. And Eli, of course.

There's no menu for transferring paras across households (yet i hope) so iirc what you do currently is
- find the para you'd like to join your household
- select them (box select to group with your para)
- open the console with SHIFT + CTRL + C and type addselectedcharacterstohousehold

You can invite a para to live with you through talking with them but I think it's just in a romantic context rn?
